About The Customer
The Brussels Capital Region is one of three regions in Belgium. Executive power in this region lies with the regional government, headed by the Minister of Finance, Budget, Foreign Relations and Information Technology. The administration is in the hands of the Ministry of the Brussels Capital Region. Public services are entrusted to semi-public institutes, such as the Brussels Institute for Management of the Environment (Brussels Instituut voor Milieubeheer), the Brussels Cleaning Agency (Brussels Agentschap voor Netheid) and the Brussels Inter-Municipal Transport Company (Maatschappij voor het Intercommunaal Vervoer).
The Challenge
The Brussels Capital Region, one of three regions in Belgium, was tasked with developing a joint budget for the eight cabinets of the Brussels Regional government and the thirteen semi-public institutes in the area. Previously, all institutes developed their own budgets. This consolidation created the need to find a solution that could simultaneously process a series of extra information flows coming from very diverse data sources. This was particularly challenging as the Cabinet was suffering a shortage of staff at the time. The Cabinet needed a solution that could fit all of the (financial) data from the various data sources, including Excel, Oracle and Access, quickly and easily into one screen.
The Solution
After carefully considering numerous solutions, Deputy Chief of Staff Dirk De Smedt felt that QlikTech’s QlikView was the best. QlikView was the only one able to fit all of the (financial) data from the various data sources, including Excel, Oracle and Access, quickly and easily into one screen. QlikTech partner CRBS (based in Antwerp) was asked to implement QlikView. In early August, CRBS and the Cabinet began their QlikView implementation. Twelve days later, the application was ready for use. QlikView provides exceptional support for all of these aspects because it understands the different sources that are used. It also generates a considerable productivity return.
Operational Impact
  • Enabled ability to process enormous data volumes seamlessly with lightning speed
  • Improved budget forecasting with flexible and intuitive analyses
  • Promoted data rationalization and process re-engineering
Quantitative Benefit
  • Cut budget development time in half
  • Reduced the number of people needed for budget development from twelve to three
