The city's Department of Transportation (CDOT) sought to address these issues by collaborating with Fish Transportation Group (FTG) to gather reliable multimodal traffic data. This data-driven approach was crucial for making informed decisions to transform Chicago into a cycling-friendly city.

The City of Chicago aimed to become the best cycling city in America by improving cycling infrastructure. However, traditional data collection methods were insufficient, lacking verifiability, reliability, and coverage. To overcome the limitations of traditional data collection methods, FTG transitioned to using Miovision Scouts, portable data collection units, to gather multimodal traffic data across Chicago. This video-based collection method provided a cost-effective, safer, and more accurate alternative. The Scouts enabled FTG to collect verifiable data from over 500 locations, including 100 in the downtown core, within the city's budget constraints. The rich data collected helped Chicago make data-driven decisions, contributing to the city's progress towards becoming a bike-friendly network. The use of Miovision Scouts played a pivotal role in achieving significant milestones, such as climbing Bicycling Magazine's rankings of top cycling cities in the U.S.
