The Commonwealth's fleet consisted of 9,886 vehicles, many of which were underutilized or too expensive to maintain. The existing fleet management practices were not optimal, and there was a lack of transparency about the size and status of the fleet. The challenge was to downsize the fleet while maintaining current transportation services for Commonwealth employees.

The DGS, led by Fleet Manager Steve Weidner, used a systematic and transparent approach to effectively downsize the fleet. They audited the fleet to determine its true size and published the number publicly. They expanded the use of their fleet management software, FleetFocus, throughout the whole enterprise, which allowed them to extract the data they needed to understand which vehicles should be eliminated, replaced or reassigned. They instituted one comprehensive fleet policy that assigned vehicles based on documented business need, rather than politics or preference. They contracted with a third-party for management of temporary transportation services, providing agencies and employees a third option for transportation. They also collaborated with the Office of Administration and Office of the Budget to align Fleet and Travel Policies, developing tools to empower employees to follow the new policies and procedures.
